Best Samira counters — Bot

CaitlynExtremePoke her out of lane with range and traps, and shove her under turret. Never let her close for an all in.

ViktorMajorZone her with W so she cannot run you down, and poke her out. Your R silence cancels her ult before she engages.

Kog'MawMajorOut range her and slow her approach. You trade evenly early, then outscale her hard into the late game.

Extreme: a hard counter that should win the lane. Major: a clear edge, but still playable.
